Chief Nursing Officer
The Chief Nursing Officer is responsible for ensuring the safety of the nursing unit(s). Directs all nursing service activities for the facility assigned by making recommendations for staff/patient ratios, by maintaining a system to determine and provide adequate staff for provision of appropriate nursing care, by serving as a liaison between staff and administration, by promoting productivity of staff, by developing and implementing policies and procedures for nursing service in compliance with Post Acute Medical system policies and procedures and accreditation standards. Performs other related duties as assigned or requested.
RESPONSIBILITIES
Nursing Service Management
• Responsible for ensuring contracted staff are cleared through appropriate agencies prior to working in a PAM hospital.
• Directs all nursing service activities.
• Maintains system to determine and provide adequate staffing for provision of appropriate nursing care.
• Serves as a liaison between staff and administration.
• Promotes and monitors productivity of staff.
• Implements policies and procedures for nursing service in compliance with PAM guidelines and accreditation standards.
• Assures the accuracy, completeness, and timeliness of charge capture and rentals.
• Monitors nursing dollars and NHPPD weekly.
• Implements strategies to improve nursing service functions.
• Promotes and maintains relationships with the medical staff.
• Cooperates with other departments and shares resources appropriately.
• Assures adherence to system-wide, as well as service area, safety and infection control procedures by: disseminating information to staff regarding safety, internal and external disaster, infection control, and administrative policies; conducting monthly staff meetings; providing staff counseling and commendation as appropriate.
• Assures that all physical properties in nursing areas are kept in good state of repair and operating condition by: maintaining a safe and clean department; justifying replacement of equipment and/or new equipment purchase; assuring equipment inventory is up- to-date; providing equipment and safety in-services as needed.
• Participates in the development and implementation of a system-wide plan for the delivery of rehabilitation nursing care.
• Implements, supervises and coordinates nursing services by: ensuring evaluation, treatment, and re-evaluation are timely; assuring discharge planning; reviewing and revising policies and procedures as necessary; reviewing the program on an annual basis.
• Leads the Nurse Advisory Committee (TX facilities only).
• Serves on committees as requested and completes assigned tasks in a timely fashion.
• Acts as a liaison between other PAM departments and hospitals. Reviews and monitors compliance with contracts for patient care services, (e.g., nursing agencies and HBOT) and assures current licensure and competency of contract staff.
• Represents PAM in the community in a manner that attracts clients to its services.
Staff Education Management
• Assures competency of staff by providing administrative oversight of orientation and in-service training programs for professional and non-professional nursing staff by: assuring proper credentialing of all new nursing staff; assuring orientation of new staff to service area and hospital policies, procedures and routines; assuring the planning and organizing of in-services related to rehabilitation nursing, safety, infection control, new equipment, etc.
• Implements a clinical skills lab, based on the needs of the facility.
• Responsible for restraint education
Patient Care Quality Improvement Management
• Works collaboratively with DQM and assures planning and implementation of a QAPI program by: assigning responsibility; delineating the scope of care; identifying important aspects of care; identifying indicators; establishing thresholds for evaluation; collecting and organizing data; evaluating care being monitored; taking action to solve identified problems; assessing the actions and documenting improvement; communicating relevant information to the organization’s QI program.
• Is available for 24-hour call. Performs duties of staff nurse as necessary. Represents nursing in hospital-wide planning, medical staff, safety, and quality assessment and improvement council. Attends and participates in interdepartmental meetings. Provides input to administration about projects or programs that would enhance the direction of the hospital.
Employee Health Infection Control Program Management
• Provides clinical supervision for the activities and performance of the staff member assigned to Employee Health and Infection Control functions.
• Monitors trends, outcomes and assures appropriate reporting and compliance with regulations.
QUALIFICATIONS
Education and Training: Must possess RN licensure in good standing in the state where the hospital resides. Master’s Degree, or active progression toward a Master’s Degree is required.
Experience: Regardless of degree (AD, Diploma, Bachelors, Masters) a minimum of five years of clinical nursing experience is required and three years of experience in nursing management preferred. Current BLS and ACLS required. Certification in a specified field preferred (CNE, CRRN, CCRN, PCCN).
Knowledge, Skills, and Abilities:
• Ability to express ideas and views effectively when speaking to groups, hospital managers and personnel.
• Cognitive ability to gather and analyze data and prepare reports and to evaluate reports, programs and other data against both judgmental and verifiable criteria.
• Numerical ability to evaluate statistical data and to make various computations in planning departmental operations and budget.
• Organizational ability to plan and control the entire activities of the nursing service department, etc.
